Box and Whisker Chart - Tooltips

I'm trying to add some custom tooltips to the Box and Whisker chart but they don't appear when I hover over anywhere on the chart.  Do I need to do something else so they appear?

Also, i noticed you have had several enhancement request the past several months.  How often are updates made?  Sure would be nice to see some of these implemented.
